Categories decide whether future dates are capacity based or fixed lead-time based.

Future project creation will use category, complexity, and workload templates to suggest planning effort.

Filling Rules and Accepted Values
- Do not rename or remove template column headers.
- Required columns: Category Code, Category Name, Due Date Strategy.
- Whole-number columns: Default Lead Time Days.
- Due Date Strategy: Capacity Based (CAPACITY_BASED), Fixed Due Date (FIXED_DUE_DATE).
