What is this?
Resource Pools describe standard baseline organizational capacity by department and skill level. They do not represent today's actual available capacity.
Why is it needed?
The system needs a stable capacity baseline before planners record temporary day-to-day availability changes.
How is it used later?
Future planning will use Resource Pool values when no Capacity Availability record exists for the requested date.

- Do not rename or remove template column headers.
